Two weeks ago, workers at the Conowingo Dam spotted Barnes’ body in the Susquehanna River. Authorities have not yet determined how she died. The body Darryl Harper, 53, of Richmond, Va. was also found a few miles away from Phylicia. Detectives said they were able to match his fingerprints to prints entered into a national missing persons database. Police say he had no connection to Barnes.
